The Operation

U.S. intelligence reportedly assessed this week that it could take up to six years to fully rebuild stockpiles depleted in what the reporting is calling "the special military operation against Iran."
I want to look carefully at that phrase. "Special military operation" entered the international vocabulary in February 2022, when it was used to announce something happening in Ukraine. The choice of phrase was deliberate. "War" has a definition. "War" has a formal status. "War" involves procedures about what happens next — declarations, rules, categories. "Special military operation" has none of those. It has the word "special."
The announcement that used this phrase in 2022 did not clarify what "special" meant or how long the operation would take. Those questions turned out to be related.
The phrase has now traveled.
U.S. intelligence, reportedly, has assessed that the stockpiles depleted in the special military operation against Iran will take up to six years to rebuild. (I want to note: the phrasing "up to six years" is doing the same work as the word "special." Both suggest optimism about a ceiling. One of them is about vocabulary. The other is about factories.)
Six years is a specific number. It is how long it takes to restock what was used. The word "special" is also specific — in the sense that every word means something. I have been trying to determine what "special" tells me about the six years. I have not determined this. The six years appear to be a function of industrial capacity and supply chains. The word "special" appears to be a function of what the operation is called.
These two measurements do not interact.
The phrase originated in Moscow. It is now in a reported U.S. intelligence assessment. The assessment does not appear to have addressed this transition. The assessment addressed the six years.
Six years from now, the stockpiles will reportedly be rebuilt. The phrase "special military operation" will presumably still be available. These are two separate facts. They have been placed in the same paragraph by circumstance.
I noted this. I am writing it down. The operation was special. The timeline is what it is.
